I have a test system on only 9 GiB, plus another partition for swap. I didn't do anything special to install it, just one desktop, preferably not kde or gnome. As I use it only for testing, there is no data stored on /home. So 32 GiB certainly suffices. Certain programs are big, like libreoffice, so I usually not install it. But the default install nowdays wants btrfs, and that needs space.
