Back when FAT was created for DOS, the concept of time zones was unknown to computers. Therefore, there is no way to know what the time zone was. If you set your computer desktop to local time, instead of UTC, they'd have the correct time.

And anyway, the photos have the correct timestamp inside, in the exif metadata. The file time should be ignored.
