Maybe they are ... sort of. At home, house is wood frame, wood floor, little structural steel. At office, floors are concrete with rebar -- steel rods. Context is everything but OP doesn't say what the rooms are in. Possible institutional building with concrete/rebar walls and floors. Not exactly Tempest quality, but not signal friendly. OP is good at not being explicit enough about context! Yes, I've seen schools/university where each room, large, think lecture room, would need its own subnet. Perhaps hundreds of users aka students attending lecture.
