You need Cinelerra if it is a video which needs editing. (Cinelerra, the ants-pants of video editing.) However, I think that you are only talking about a piece of mp4 'music' file in which case you need audacity. (Audacity, the ants-pants of audio editing.) Both Cinelerra and audacity are listed in YaST and both come from pakman.
