but it's not always as simple as that, for reasons too long to be explained now.
* if it accept to work, the simpler application is avidemux. Be kind to cut *on master frame* (I'm not sure of the english name), that is use the double arrow to search the exact frame, select the entry point, clic on "A", the out point, clic on "B" then record (the floppy icon), tat's all, the default setup is "coy". do not forget the "pm4" after the out file name, avidemux do not add it automatically.
this allow cutting without recoding, but it do not work at the frame level but at the master frame level - if you cut at the frame level, the video may be unreadable by some software
* use kdenlive. add your video as a clip, drag it on the timeline, go at the start point, select the video and make "shift R" to cut. Remove (select, delete key) the beginning, select the end point, shift R to cut, and delete the end
drag the remaining video up to the start of the timeline, and clic on "render" (red point). Then you have to choose the out format, do setup only two parts: quality of video and sound. this recodes the video
