Development never stopped. As far as I know, it continues, in the V4 tree. The V3 tree we use was integrated in the kernel, which for the reiserfs people meant that the maintenance was given over to the kernel people. They switched completely to work on V4. When Mr Reiser was imprisoned, the main driving force disappeared. Development continued, but slower. Years ago, SuSE implemented reiserfs ahead of other distros, before it was integrated into the kernel. They pushed its development a lot, but at a cost they do not want to incur into again. So we do have reiserfs 4 in an rpm somewhere in the distro, but it is not directly supported and people don't use it.
