See bug#921510 for a reason why klogd is installed, but left disabled.
This is general rule - services must be explicitly whitelisted to be enabled automatically after installation.
What does "whitelisted" mean in this context?
systemd-presets-branding-openSUSE package contains list of services (/usr/lib/systemd/system-preset/90-default-openSUSE.preset) that are enabled by default when installed.
