1. Since it has a reference to 13.2 under "get your software" it seems up to date. That's regardless of any update to the time stamp. 2. A "Portal" is only about where to go for detailed information and that's what it has its its up to date on that, as #1. I don't expect a portal to be updates often or to contain the detailed information. I also note that the "last update" you refer to is not on the main "portal" part but within a box titled "Things to do".
