OK, found it and was able to login after resetting my password. Not a very user friendly site! I was able to view a list of recent bugs, none of which matched my problem.
I was totally unable to find out where or how to report a new bug. They talk of 'New cases' and 'New Runs', but it's not clear what these terms mean. Clicking on either ended up in the same place, where I was asked to enter a 'Plan Id'.
