I do get a notice. Either the new config file is marked as ".rpmnew", or my old one gets renamed to ".rpmsave", and the new one is activated.
The service "rpmconfigcheck" tells me about it on every boot - but you will not see this if you have the splash screen active. That's why I disable it. Or one of the reasons ;-)
It is disabled here. I do not remember doing it intentionally, so may be it is not default? May be someone needs to think about adapting it to modern realities ... as long as we have to live with modern realities. Regarding the thread topic - personally I think tmpfiles.d is overused and pushed far beyond its original use case - pre-creating directories on tmpfs during boot.
