But the point here is that we had that feature with systemv, and the maintainers of systemd removed it. I think that there was a bugzilla about the missing level 2.
I just looked and there is/was. https://bugzilla.redhat.com/show_bug.cgi?id=743603 There is a suggested unit description with the warning that the dbus might permit networking to be started by other entities. Curious the warning there: its not an absolute, there is mention that later versions will address that, but it fails to say which version of systemd and dbus this all applies to. Only the OP of the report, Jes Sorensen, mentions a revision #. That was 36-3. I'm running 208-19.1 Which is a LOT later. You would need to bump this up to someone who subscribes to the systemd developers list. Me, I'm only an end user who experiments.
