I do hope that your "11.3" is a typo and you meant to say 13.1.
Also suspend/resume works OK here with KDE 4.12.x.
While suspending you should see the password prompt come up right before the PC goes to sleep. And after resuming it should ask you for your password.
This is a known issue. The password window never shows up in some situations, like if you walk away an it goes to sleep by itself. No problem if you close the lid.
