It is something specific in Nautilus which is not configured/enabled.
Nautilus is using CSD (Client Side Decoration). So it is up to Nautilus to implement these buttons. Apparently, none of 3.10 native applications that support CSD do.

I dislike this CSD behaviour, I prefer main config which rules all the app or at least a CSD setting menu in order I select what I want.
