No, as nobody told me to do it. The idea is that you first post for comments, and if there is no suggestion of bugzilla and you hesitate, you don't do it. In fact, what I reported is similar to what the release notes say, although i solved the issue differently.
Anyway, when upgrading, the system will have a "70-persistent-net.rules", surely the upgrade doesn't delete that.

No, that file is created automatically and I would very be surprised if it wasn't present before the upgrade. I certainly have it on my 12.3 systems.
My upgrade test was done on a virtualized system, on vmplayer. I cloned a 12.3 virtual machine and upgraded it, so I have access to both. original:
