openSUSE 11.4 is out of support since Nov 5 2012, however if you do not want to update you can get (probably very limited) updates from openSUSE Evergreen.
But Flash is included. Current version is:

Gracia, if you want to keep using 11.4 you absolutely need to switch to the Evergreen repos. Info here: http://en.opensuse.org/Evergreen
If not, then you have to switch to a supported version, preferable 12.3.
