I don't have a direct answer. But, I do know that even in 12.2, systemd is so buggy that it should not yet have supplanted sysvinit by default.
Networkmanager has nothing to do with systemd.
With systemv "rcnetwork stop" does stop network manager (it closes connections and disappears from the panel). And "rcnetwork start" makes the applet reappear.
