yes, same here. but what i've seen earlier, not sure which exact version, was that the focus always follows the layout of the pager in the bottom panel -- and if there's no pager in that panel (removed), it still follows the layout of the (default) pager that _would_ be there. there was a bug report at that time, don't know what happened to it.
i have my main pager in a vertical panel on the right, and focus used to jump in a crazy way, apparently, until i figured that it was following the pager in the bottom panel.
