Don't know, haven't tried that.

until you actually run in timeing loops, this is *only* your impression. 
Provide actual figures and maybe they will indicate something, or not.

I don't believe they are enabled by default and even so, are very simple
to turn off.

actually very easy to configure.  I use it,
  unlock widgets
  select panel options
  select panel settings
  select more settings
  select auto-hide
  lock widgets

Then you have made a choice.  Why are you hammering kde4?  Just because
you can?  Or perhaps you are *really* unhappy with choosing kde3 and don't
want to admit it.
