Have you tweaked a setting somewhere? i haven't encountered this
issue you present as an example of a problem with KDE4 at all.. and I
just tested it following your example and it behaves as you are
expecting it to not how you are describing it (ie I open an app using
Alt+F2 and focus is immediately shifted to the new app once it's
open).

It's not consistent. That's why I said "often". There is a setting in Personal Settings for Window Behaviour. At someone's advice here, I changed it to "Focus follows mouse", but it didn't do much.
