reporting facility for all the business units that formed Novell.

I have no idea as I see it for the first time. Maybe time to open a
bug for OBS to add a description of locked is in order?
As far as I can see bugzilla.novell.com is part of the opensuse
project. It is meant to be used by opensuse users to report bugs.
bugzilla.novell.com is far more than that, it's the central bug
reporting facility for all the business units that formed Novell.
the one tends to assume that this bug is fixed in the opensuse
distribution context. Not in the context of the developer who fixed
the problem, not in an upstream package context, not even in the
context of a possibly upcoming release. From an external user point
of view the bug is fixed when an update is available.
