It is used to adjust the vertical alignment of the tape head to insure that the set of tracks are centered on the tape.
Actually, skew. You had to line up the tracks so they would be read at the same time. There were write skew adjustment, so the tracks would appear as a straight line across the tape and also read skew, so the data was clocked properly. There was also a coarse mechanical alignment.
