I haven't thought about this very hard but what is the effect if I
simply unplug a network cable and then plug it back in again? I would
hope no effect - it should be completely transparent to any applications
with TCP connections in progress.
It will depend, surely, on how long the cable is unplugged for and what
the applications are doing.

The man page says you can specify the poll time and latencies and that
might have something to do with it all as well.

Like so many questions, "it all depends" on specific circumstances.

As long as the cable is plugged in again before the lease expires, the same address should be provided. However, if unplugged long enough, open TCP connections and some applications or services will fail.
