AFAIK this is just a matter of someone stepping up and doing the work.
That on the one hand - and on the other hand I've heard that many used the tarballs directly since they work fine and they are updated regularly,

Yeah, if there is no rpm package - tarball is only way to get eclipse working. I use it since few suse release and it works really fine.
I've used the tar.gz for a while now... I've had issues with past RPM installs of Eclipse.. couldn't get certain plugins (mainly for Android dev) working at all when I used the RPM version... removed it and went with the tar.gz, and everything worked... never looked for the RPM again.
