It would not work. Most people will not try the distro until it is released, and expect it to work. Why no more volunteers to do testing? Well, it is difficult, you need expertise, you need space in the disk, or an extra computer, etc. You have to entice testers somehow. The advantages a user gets out of testing early are not clear.
