No, its not. SystemD simply repackages that concept. You still do things linearly or at best a couple things in tandem. You can't avoid this and in the same paragraph talk about Dependencies. Its totally illogical. It makes no point to start Samba prior to having a network for instance. You want your cake and you want to eat it too. When it works for everyone I'm sure SystemD will be fine.
