For the sake of getting the solution in the archive, what finally tipped me 
off to the problem was this line in my /var/log/messages:

Jul 30 11:08:55 linux-cqwo dbus-daemon: [system] Rejected send message, 7

And I realized that I had chosen plasmoid-NetworkManager over the other 
network manager front end for KDE. Switching to NetworkManager-KDE4 fixed the 
problem.
