Only if X is running.
Or CVT. Both CVT and GTF can be run from ttys so that they can be used to get X to work.
Or, with FOSS drivers at least (I've yet to try any non-FOSS video driver in Linux) you can make Xorg generate whatever modeline(s) it needs by putting in 'Section "Monitor"': 'Option "DefaultModes" "on"' if any manual configuration is otherwise necessary.

Two CLI apps you need to remember:
xvidtune (is still your best friend :)
Only if X is running.
An oldie, but a goodie. You can fine tune and dump the xorg information you
need. Also don't forget:
gtf (general timing frequency [usage: gtf x y refresh])
Or CVT. Both CVT and GTF can be run from ttys so that they can be used to get X to work.
This will create you xorg modeline you can use on any monitor in lieu of EDID
information.
