Naahh, a hack (mine :-)) was to put "sync; sleep 2" into boot.local to be sure that disk buffers were flushed before the incomplete shutdown. And then I waited for a thread to appear that mentions better workarounds or even solutions. And RUN_PARALLEL=no is a solution for me; I boot only on kernel/libc updates. The need to do this at 1st hand reminded me of my first few years with Unix V7, back in 1982, when we always called sync multiple times and waited for the (loud) 20 MB disk to settle down before we shut down the system.
