built and installed and any bugs it has are real, not build /
installation specific.

If so, the version of LO that is currently in opensuse updates would
be good. Then I assume it is the "Export as PDF" function of OO that
would need to be automatically invoked on any uploaded file.

That is what I am thinking too, and I already have such a setup running.
I'll see if I can put it up on a website with the latest LO.
