If by that you mean since 11.4 installation you performed no system updates, 
you may be wasting everyone's time with this thread. sysvinit and aaa_base 
have both been updated for problems with stuff in initscripts being skipped 
at startup. Maybe these same things are also being skipped on shutdown.

Maybe parallel boot applies to shutdown as well as startup? You could try 
changing that to no in /etc/init.d/boot. cf.
