I'd think "proxy support" means "you can install in the presence of a proxy", not "proxy caching of downloaded packages is supported". IIRC, that behavior is not new to 11.4. But it's a long time ago that I tried to use Squid to cache downloads, nowadays I share the zypp/cache directory via NFS.
