No one should provide them as libGL.so shouldn't need them in that case.

I don't know if the ATI driver supplies its own version of libGL.so but in
the absence of the nvidia driver Mesa supplies the libGL.so.X library.

I have no idea how the mechanism works. You'd have to check the scripts of
both rpms to find out. Or maybe ask on tyhe opensuse-factory list if someone
knows.
