Well, it turns out to be this udisks-daemon thingy. If I add the following, as the first line, to the udev rule, "/lib/udev/rules.d/80-udisks.rules" my problem goes away. KERNEL=="sr*", GOTO="udisks_end". I'm no udev expert but it would appear something in that rule or the udisks package is broken.
