Yes, but that doesn't apply if you give more than one parameter to the mount
command. As soon as you specify anything more than the device or mount point,
the fstab entry is overridden, and you can no longer mount as user.

halmount should work, but since hal is deprecated it won't be around much
longer. I'm not sure what the replacement will be
