Yes, and either the driver is very talkative or there is an issue with it. As far as I can see that driver is not included in the 11.3 kernel. Where did you get it from?
For 11.2 or 11.3, in /etc/rsyslog.conf add this:
$RepeatedMsgReduction on
after this:
# # Include config files, that the admin provided? : # $IncludeConfig /etc/rsyslog.d/*.conf
It will somewhat limit repeated messages, which in 11.2/3 is disabled.
