Well, I'm not sure about the Linux kernel scheduler BUT the old mainframe scheduler for IBM's VM Operating System -
ROCKED. (Comparable to VmWare and VirtualBox on the PC)
Could it be applied - probably.
VM had a three-tier scheduler that made a very good effort to level out
processes.
Listed by scheduler priority:
Tier 1 - I/O Bound processes
Tier 2 - Averaged I/O bound and CPU bound processes
Tier 3 - CPU bound processes (These would get 7 cycles then wait 7 cycles) (So
these processes would not hog the CPU)
