Googling found that if the file /etc/security/fileshare.conf had
permissions of -rw------- Dolphin would only open the first time.

All the other permissions in that directory were -rw-r--r-- so I also
set that for fileshare.conf and now dolphin will both start up and shut
down properly.  (This also explains why it worked for root).

I don't know if this is the correct solution or a dangerous hack, but
it works.

NOTE: The date on /etc/security/fileshare.conf was WAY BACK in 2009, so
perhaps this was missed in the Beta 1 setup?
