A bunch of the not-core packages in KDE:Release:45 have lower release
numbers than the ones in openSUSE-oss standard repo (e.g.
yast2-control-center-qt), just ignore it. Just make sure you don't see
anything surprising in "zypper dup --from KDE_Release_45".

I get

1 package to upgrade, 102 to downgrade, 1 new, 1 to reinstall, 1 to
remove, 11 to change vendor, 1 to change arch

I think that since the "102 to downgrade" are all KDE/qt apps and
libraries then YES this is surprising.
