Ummm. It's broken how? Doesn't start up? Doesn't connect? Client starts up and says "I'm broken"? Do logs say anything?
Several people have reported problems in 11.3 with NFS mounts during boot, with delays of several minutes till timeout. Some reported success after disabling version 4 features. samples:
