There is not much in your email that can help creating one.

Here is what someone that want to file bug report for you has to know:
Classification (Product Line): openSUSE drop down menu
Product: openSUSE <version> drop down menu
** as you can see very simple answer that we don't know **
Below that is a panel that will list some bugs, followed by search box.
That part is to allow you to search for existing bugs. Not mandatory.
It is there just to remind reporter that searching for existing reports can
save the time to him/her and the bug report triagers that are trying to find
duplicates.
Below search it starts again.
Product * selection list
* already filled in
from your second answer
Component * drop down box
* part of openSUSE that has a problem
if not sure set to
Other.
* it can be corrected
later by anyone
Hardware Platform * drop down box
* mostly x86 or x86_64
* it can be corrected
later by anyone
Operating System * drop down box
* the same as Product
* it can be corrected
later by anyone
Summary * one line input box
* what is the problem
as short as possible
* it can be corrected
later by anyone
Note: For instance it can be
"Repair tools: The progress bar does not reset back to zero when the next disk
drive is checked."
Details * input box
* what is the problem
in detail
* corrections are
possible only with new comment
Note: It is good to repeat Summary as a first sentence of Details. Summary can
be changed, but Details can't, so it will be documented what was original bug
report about.
Reproducibility * drop down box
* how often it happens
Steps to Reproduce * input box
* what to do to see the bug
Note: It is listed 3 steps as example. Reporter can reduce or add number of
steps.
Actual Results * input box
* what reporter see
Expected Results * input box
* what is expected to happen
Note: You don't have to fill in last 2 if from description is clear what is
expected and what user see.
Attachment: * Button
* lead to a new page where reporter can upload
files
Additional Information * input box
* if there is anything more to say
Note: I never use that one :)
Note: All parts from Details to Additional Information will be concatenated in
one report field called Description, like in
https://bugzilla.novell.com/show_bug.cgi?id=629400
And, finally :)
Repair tools is not listed as Component.
They are dropped from 11.3 as there is no one that can take care of them.
They are part of CD/DVD that will have no respin for older versions for sure
there will be no update for 11.2 and 11.1.
So the (potential) bug report will end as WONTFIX or INVALID.
Second item in your list is feature, so it should go to:
http://features.opensuse.org

I probably won't know all the answers to the tracking questions.
