Yes, that is what it means. I would burn at a lower speed than the
maximum. This is especially true when using "generic" blank DVDs.

Quality of DVD blanks does not generally correlate well to brand names.
Generics can be top quality, and brands you might think you could trust often
fall short. Read http://www.digitalfaq.com/reviews/dvd-media.htm before you
buy any more. Any time you experience failures with what you bought, switch
to slower speed burning until you run out and can get something better.

My last purchase was DVD-R by JVC, a brand I'd never bought previously. I'm
about 60% through the spool of 100 with 0 failures so far. Others with very
low failure rates were Maxell and Taiyo Yuden. High failure rates have come
from Sony, Philips, HP, Memorex, Staples & Office Depot. Last year I was
using about 200-300 per month. Now I'm down to probably less than 40/month.
