I even put a Bluetooth USB dongle in and it is seen with lsusb as: Bus 005 Device 003: ID 0a12:0001 Cambridge Silicon Radio, Ltd Bluetooth Dongle (HCI mode)
How can they be activated and the Laptop be made discoverable?

If you are trying on KDE, first step is to install kbluetooth 0.4.2 from KDE:Backports ... the shipped version is pretty useless Then, if it isn't autostarted, run it and you should see it appear in the systray ... it has configuration options to enable discoverability etc. and it handles pairing both initiated from the laptop and the device.
