What is the new double-white border that goes all the way around
the
desktop that appears when you are dragging a window by its titlebar
and
you move the cursor against any screen-edge?? What's it for?

Can't see any good reason for it but you can get rid of it at :-

System Settings -Desktop -Screen Edges and then look for Window
Management and uncheck the 2 boxes
