Dave, that's an interesting question. It won't affect me since we don't have any users running KDE or anything other than Gnome2. Still, it'd be nice to know if there's a sound solution to this.
By default removable devices are not automounted under KDE 4. You can configure whether, when and how they are mounted using the Removable Devices module of System Settings. The resulting .kde4/share/config/kded_device_automounterrc can be copied to /etc/kde4/share/config to affect all users, same as any other KDE config file.
