I really cannot help with that, as I do not use Quanta nor do I
represent KDE. I do what I can with the apps that I do use, such as
Plasma (the panel and desktop), Kontact, and Dolphin/Konqueror.
I understand that Quanta 3 will work on KDE 4, it just needs the bloat
of the Qt3 libraries being installed as well as the Qt4 libraries.
Sorry I cannot help more with that
Quanta/HTML editing features are being integrated into KDevelop as well,
so if Quanta4 doesn't manage to release (it is being worked on, slowly),
KDevelop in HTML-editing mode might be an acceptable solution.
