You must have /usr/share/YaST2/theme/current directory/symlink that
points to the icon theme you want to use:

For example:
ls -lh /usr/share/YaST2/theme/current
lrwxrwxrwx 1 root root 16  2. pro 10.38 /usr/share/YaST2/theme/current
- -> openSUSE-current
