Yes, the config file kiosk mechanism works the same way in kde4 as it did
in kde3.

If I select it for installation, I get exactly 228 dependency errors. So
I back out again...

So, KDE_Factory is 4.3.1 - so the kde4-kiosktool is the one from openSUSE 11.1
and you should install the kiosktool package from 4.3.1,
