Yes, the config file kiosk mechanism works the same way in kde4 as it did in kde3.
Also, kiosktool is available

Hi Anders and list, - thank you for the info. - but when in YaST (I'm on KDE4.3.1 after much fighting), I search for Kiosktool, it's there in the form of kiosktool4. I take it, that that's for KDE4. If I select it for installation, I get exactly 228 dependency errors. So I back out again...
