They are personally assigned keyboard shortcuts that launch applications located in the start menu.Right click on start icon>select Menu Editor. KDE Menu Editor appears>Select application. On the right panel> Advanced tab>Select Current short key>type in shortcut desired>Select save. Updating system configuration window appears, but the new shortcut is not saved. This procedure worked in KDE 3.5.
Definitely broken. I set mine in System Settings -> Input Actions and they work fine.
