At first I was not sure, but after investigation it seems it's the YaST2 interface based on Qt4. I was advised that this was pulled in with an update to KDE 4.3 from the 11.1 factory desktop repo.
I don't necessarily dislike it, I just have some issues with the colour scheme and the jumping of the right hand pane. These are signified by bugs #525288 and #532555

In my opinion, the screen shot resembles more of the ncurses version of YaST (haven't tried it first hand). The only difference is the modules listed for each section are separate icons and not a single list. The GTK version looks more like Gnome's Control Center. I happen to like the new look and it finally looks like it fits KDE4, minus the mentioned bugs. I think the developers should strive for a consistent look and feel for YaST regardless if you're running Gnome, KDE or no X at all. I think Gnome's version is more of a departure, especially the "Software Management" module.
